The article discusses the role of digital competence in the training of modern personnel in the conditions of information openness. The results of monitoring the highest officials of the constituent entities of the Russian Federation are analyzed based on the analysis of the parameters of the information openness of the official websites of the executive authorities of the regions of the Russian Federation in 2020.
