This article compares the Canadian and Russian education systems, and more specifically access to higher education. Both systems can be considered similarly accessible at the public level when taking into consideration factors such as low tuition costs and available scholarships on the basis of merit and/or financial need. Both systems offer easy access to students of all backgrounds, but foreigners pay higher tuition fees and access to higher education in the mother-tongue of minority indigenous people groups is impracticable.
