In article features of health care as one of basic elements of the social sphere are considered. The special attention is paid on the importance of health system from legal, social, economic and humanistic positions.

In this article shows main features of enterprise budgeting, shortcomings in the planning of action of the company, given the tasks of budgeting and systems of control over budget performance.

Today, Russia is facing challenges of full modernization, which for her critically coincided with the problem of its integration into the world community in the conditions of globalization is a new phenomenon. There-fore, in the real conditions of the early modernization of society, collectivist -oriented Russian ethnic groups, were in a state of crisis ethnicity, reacting to a perceived threat to their ethnic identity, increasing ethnic tensions and increased intra unity. In the face of rising ethnic tension imbalance in the demographic composition of the republics and inequali-ty in the ethnic groups in the " power structures " lead to the fact that ethnic minorities are becoming increas-ingly feel oppressed . They need not only in the social, legal and political protection.

The author focuses attention on the direct forms of democracy in system of self-government. The various forms of direct expression of the population are examined in this article. The degree of participation of young citizens in the processes of self-government are evaluated.

The author examines the role of business incubators and technology parks in the economic development of the country and the region. The peculiarities of the state policy in support of small and medium-sized businesses in the Krasnodar Territory.

Money plays an important role in the economic activities of enterprises in the functioning of state organs, strengthening the interest of the public in the development and improvement of production efficiency, eco-nomical use of resources. With money you can determine not only the total value of the cost of production of each product and the total volume, but also the results of production by means of prices of certain products, all of its volume, the size of the received profit. Thus, money is the main link in economic science. Well-developing and operating the monetary system will contribute to the efficient allocation of resources in our society. If the monetary system will not work and does not develop, it will lead to sharp fluctuations of prices and production volumes, consequently, it will cause political and economic instability.
