The article is devoted to the issues of improving territorial strategic planning by clarifying its functions and structure, involving the population, business community, and public administration bodies in the processes of working out and implementing the development strategy of the regions. The authors analyze the content of the strategy of socio-economic development of Krasnodar Region for a long-term period; identify features that slow down its practical implementation.

The article discusses the regulation of credit relations by the government, changes in the discount rate of the Central Bank, as well as the level of operations in the open market and the variation in the norms of mandatory reserves for commercial banks in the country. Open market operations include the purchase and sale of certain types of securities by the Central Bank. There is a formation of a market interest rate on borrowed funds in the credit market. The decisions of creditors are directly proportional to the change in interest rates in the credit market. The very demand for a credit is already in inverse proportion to interest rates. Banks and the government can carry out regulation of interest rates. Financial institutions face various types of banking risks in their operations, which differ by various factors. Thus, the effectiveness of risk management is largely dependent on their classification. Risks in banking may lead to a loss of liquidity and lower profits, and therefore banks tend to anticipate risks and try to reduce them.

The article describes the main characteristic of modern world and national political processes, .controversial and nonlinear phenomena, which represent a multidimensional, multi-level and large-scale transformation of the polities. The authors pay attention to modern modernization – is not modernizing, it is the state's ability to withstand both external and internal risks and threats. The author substantiates some types of national political pro-cesses, it, s traditional political process and the political modernization process.

The article describes the characteristic of regime, as the element of the government adduces the compara-tive analysis of the government; adduces the comparative analysis of totalitarian and autorotation regimes. The authors pay attention to essential characteristics of some types of political regime.
