The paper is dedicated to methodological bases of quality estimation of continuing professional education programs. It presents a comprehensive analysis of the category "quality". The study shows that assessing the quality of continuing professional education programs requires consideration of external and internal standard of the "ideal" program. The paper describes formal and informal characteristics providing the quality of continuing professional education programs.
