The laws and regulations of the activities connected with the installation of memorial boards in the city of Orenburg are characterized. The scheme depicting the interrelation between the subjects and regulatory acts is given; the procedure of making decision concerning the memorial board installation on the city level is described. Some significant problems revealed in the research process are touched upon.
