The author presents the analysis of indicators of national security, which emphasize the importance of the human development index, determining a country's blighted community and allowing taking into account the standard of living of the population in the development of socio-economic policies and helping to orient on it as on the indicator of economic security.

The author views the market model of scientific and technological development, concerned with the type of social and economic development of the country, which was initially characterized b y strong presence cor-porations. The place of the state policy in this sphere is limited by the traditional areas of responsibility for the production of public goods.
