The authors show the characteristics of the management of teachers’ education in institutions of secondary vocational education. They show the model of development of continuous pedagogical education in the conditions the professional standards and teacher education standards; the role of the methodological service in the moderation of these processes.

The paper attempts to systematize the concepts "network educational interaction", "educational cluster", "network interaction of cluster type". The idea of the implementation is considered within the current needs of threats to national security prevention.

The paper deals with the impact of institutional changes on the quality of pedagogic education: development of professional competences of teachers in using educational opportunities of network interaction with professional community of foreign languages theachers, which exists on the basis of school № 303.

The need for ordering views on networking is a need in the description of its functions. The idea of considering the functions of networking components shown on the basis of social action theory of Talcott Parsons. The article offers support to this theory as the coordinates to describe the network of interactions in a particular pedagogical education.
