This article discusses a way out for the Russian economy from dependence on oil prices through innovative development. Since the country's innovative climate depends on the development of its five basic elements, such as government, education, corporations, entrepreneurship and venture capital, the authors examine a model of the innovation ecosystem. They analyze the territory of the Khabarovsk Krai and the Republic of Sakha (Yakutia) through the prism of the innovation ecosystem model.
The relevance of the study is due to the fact that corporate legislation today regulates not a private segment of business turnover, but one of its system-forming levels. For example, the creation of a corporation, the distribution of the competence of its bodies, the limits of the participants' discretion, the circulation of shares and stocks, the disclosure of information, the responsibility of controlling persons, and the judicial mechanisms for protecting corporate rights. At the constitutional level, these relations are based on Articles 8, 34, and 35 of the Constitution of the Russian Federation [1], which establish freedom of economic activity, support for competition, and protection of property, as well as Articles 45, 46, and 55, which define the limits of restrictions on rights and guarantee their judicial protection. Consequently, the quality of corporate legislation affects not only the internal discipline of the corporation, but also the constitutional balance between the autonomy of the participants' will, the public interest, and judicial control.
