In article aspects of personnel work of cultural institutions are considered. The author gives answers to questions connected with the state service – providing secondary professional education in the culture sphere. The analysis of professional and significant qualities, abilities and properties of the personality which by sight heads and specialists of cultural and leisure institutions the skilled worker is obliged to pos-sess is provided in work.

The article is devoted to development of «new towns» culture on the example of the Togliatti city during the period from 1990-es to 2010-es. The author reveals the changes in the activities of cultural institutions, such as implementation of the project method of work, attraction of additional sources of funding, including funds of charitable funds.

The article analyzes the media activity of the state cultural institutions of the Republic of Tuva. The author evaluates the effectiveness of the presence of these institutions in the media space. The results of the study can be useful for optimizing the work of state cultural institutions and increasing their media presence.
