The article is devoted to development of «new towns» culture on the example of the Togliatti city during the period from 1990-es to 2010-es. The author reveals the changes in the activities of cultural institutions, such as implementation of the project method of work, attraction of additional sources of funding, including funds of charitable funds.

The paper deals with tourism as a means of implementing the strategy of the state cultural policy in Russia and the problems that impede the effective use of this tool in achieving meaningful results.
