This article examines one of the key problems of contemporary state-building in the Republic of Abkhazia, namely the absence of a coherent system of legislation regulating the civil service, as well as the conceptual shortcomings of the draft Law “On State Service” adopted at first reading. The study analyzes inconsistencies between labor law regulation and special service-related norms, the lack of clarity in the conceptual framework, competition with existing legislation governing military and law enforcement service, and the need to develop a unified model of public service. The article formulates proposals aimed at eliminating the identified contradictions and improving the legal framework of public service in the Republic of Abkhazia.
