the article examines the organizational and pedagogical conditions for preparing young people for expert activities in the system of public–state governance. Based on the analysis of legal frameworks and international experience, the author presents an educational model tested at the State Duma of the Russian Federation. The study demonstrates that students’ involvement in real expert practices fosters the development of analytical, communicative, and reflective competencies essential for effective participation in civic co-governance processes.
