The article considers the principle of people's power as the basis of the democratic system of the Russian Federation. It analyzes its main forms – direct and representative democracy, as well as the mechanisms of their implementation. Special attention is paid to the constitutional-legal consolidation of democracy in Russia, as well as the existing problems and prospects of its development.

The article examines current issues of improving administrative liability for violations of election legislation. Special attention is paid to the constitutional and legal significance of electoral rights, the problems of distinguishing between information and election campaigning, administrative and criminal liability for voter bribery, as well as legal regulation of the handling of ballot papers. The article proposes legislative improvements aimed at increasing the certainty of administrative offence elements and ensuring effective protection of citizens’ free expression of will.
