Making and operation of installations of a technosphere in the Arctic zone are accompanied by the solution of new interconnected fundamental and applied problems of strength, life-time, survivability, safety and risks taking into account existence of a factor of low climatic temperatures. The scientific basis of the solution of such tasks is amounted by fundamental patterns of relationship of change of basic criteria of strength and plasticity. They are entered into computations of the stress-strain, damaged and limit states of bearing elements of the corresponding installations. Implementation of perspective projects for the Arctic has to be proved by the strength margins and safety factors depending on a temperature factor.
Scientific basics of computation and experimental justification of strength, life-time, reliability and safety of the main oil pipelines in complicated climatic conditions are considered; the main factors of increase of danger at achievement of dangerous limit states are given. The order and orientation of standard and non-standard laboratory researches of basic mechanical properties are characterized. The keying equations and their parameters for a final estimation of safety and risks by strength and deformation criteria which depend on time of an service loading and its cyclic mode are given.
