The article deals with the historical aspects of unloading military cargo outside the port. The problematic issues of transportation of troops and military cargo in off-port conditions during the great Patriotic war are considered, the volumes and nomenclature of military cargo of the post-war period are given.

Making and operation of installations of a technosphere in the Arctic zone are accompanied by the solution of new interconnected fundamental and applied problems of strength, life-time, survivability, safety and risks taking into account existence of a factor of low climatic temperatures. The scientific basis of the solution of such tasks is amounted by fundamental patterns of relationship of change of basic criteria of strength and plasticity. They are entered into computations of the stress-strain, damaged and limit states of bearing elements of the corresponding installations. Implementation of perspective projects for the Arctic has to be proved by the strength margins and safety factors depending on a temperature factor.
