The theory and practice of military art show that the problem of increasing the operational mobility of troops is closely related to their maneuverability. Cavalry had the greatest mobility on and off the battlefield in the early stages of development. During the Civil War, cavalry formations were not only a striking force at the front, but also a mobile force in the fight against insurgency and suppression of uprisings. The Soviet command took intensive measures to create cavalry and replenish combat losses. The source of replenishment of mounted units was the reserve divisions, the effectiveness of the creation process of which largely depended on the location of their deployment. The article is devoted to the study of regional aspects of the formation of reserve cavalry divisions by military enlistment offices of the Middle Volga region during the Civil War of 1919–1920.
