The author proposes a methodology for measuring the competitiveness of additional educational services for pre-school education from the standpoint of economic attractiveness based on the matrix MC Kinsey.

The paper deals with the procedure of measurement of pupils’ proficiency about traffic rules. The measurement was held within the framework of the theory of latent variables based on the Rash dichotomic model. The analysis of quality of the test as measuring tool was fulfilled. The obtained results have shown that the test has good statistical properties.
