This article analyzes the provisions of the Finnish Municipal code of 1995. Special attention is paid to changes in the management structure of municipalities in order to strengthen regional democracy on the example of the possibility of holding a plebiscite at the municipal level. It is concluded that state and municipal authorities work in one «bundle», contributing to the development of the so-called «multi-level management», which includes both state Central and regional authorities and local self-government bodies.
The problem of stable economic growth is more urgent for Russia than ever. Smoothing or partial elimination of barriers to development is becoming a priority direction of the state's budget policy at the present stage. The high differentiation of public legal entities by the level of budgetary provision is one of the factors influencing the growth of the welfare of society. The paper considers the current methodology of distribution and provision of subsidies to equalize budget provision to municipalities of the Republic of Karelia, identifies its main problems and describes the proposed solutions.
