This article analyzes the provisions of the Finnish Municipal code of 1995. Special attention is paid to changes in the management structure of municipalities in order to strengthen regional democracy on the example of the possibility of holding a plebiscite at the municipal level. It is concluded that state and municipal authorities work in one «bundle», contributing to the development of the so-called «multi-level management», which includes both state Central and regional authorities and local self-government bodies.
The article analyzes the constitutional and legal status of observers in Russian electoral law. The normative foundations, rights, and obligations of observers are considered. Systemic problems of implementing their status in the context of digitalization of elections, as well as in the field of international observation, are identified. Ways to improve legislation are proposed: control of the DAG software code, strengthening of out-of-station voting procedures, round-the-clock video surveillance during multi-day voting, development of cooperation within BRICS and the CIS.
