The paper presents the idea of actuality of state interests as a society problem and a problem of some social groups. The trend in state interests changing is defined as a result of market system allocation in the machinery of government. There is an underscore on one of the main influence tools in making and realization of the state interests in their positive and negative development.

The article deals with the historical and political aspects of the formation of national policy in the Republic of Kazakhstan. The article examines the national situation in the Republic of Kazakhstan in the first years of independence, which contributed to the change of interethnic relations in the country. The results of solving interethnic problems, ensuring interethnic harmony, tolerance and consolidation of society are highlighted.
