This article considers the social group of new settlers as the rotors of social capital formation. The author characterizes online sites that identify themselves with new micro districts. It is suggested to use online communities as agents of the public policy in the Volgograd region.
The work reveals the specifics of interpersonal relationships of young people in the virtual space. The author identifies the content of communication and its reflection in the information space of the Internet. The article reflects the content of communication, the main risks and dangers to which young people are exposed. In addition, the study reflects the author's attempts to develop recommendations for organizing a comfortable virtual environment for communication.
