The paper deals with realization of state policy in the sphere of physical culture and sport in the USSR in the early fifties at the regional level – in the Penza region. The special attention is paid to activity of the Penza regional committee on affairs of physical culture and sport under the chairmanship of G.P. Melnitsky, partic-ipation of local Soviet and party agencies in improvement of mass-sports and increase of sports skills.
