The article discusses the need to create a system to improve the quality of social services in the context of reforming social services for the population. Assessment of satisfaction with the quality of the services provided depends not only on the types and volumes of all types of services, but also on the efficiency of the social institution, which is determined on the basis of the institution's self-assessment indicators, statistical data, quality indicators and expert assessment.

The specifics of social innovations and the need to determine their quality are considered. The substantial part of social innovation is analyzed on the example of the introduction of a long-term care system.
