At the present time the economic situation in the country, and across the country as a whole, is very diffi-cult. All regions of the Russian Federation it is possible to combine a common problem – lack of funding, and as a result, the region is unattractive from an economic point of view, namely unattractive for private investors.

The article examines the concept of a region's competitiveness from various points of view of its definition, as well as issues of strengthening the development of competitiveness, in which the cluster approach plays a significant role. The conditions and factors of competitiveness, methods of its assessment are considered, which contributes to the economic security of the region.

The unstable foreign policy situation and economic sanctions imposed against Russia have significantly complicated the development of the fishery complex, including the Kaliningrad region. The article examines the types of state support for the fishery complex and analyzes the structural changes in the regional fishery complex. The current problems of development and trends in changes in the regional fishery complex during the transitive period of development of the national economy are considered.
