The paper deals with topical issues of implementation of “social elevator” technology in the activity of institutions executing punishment, the Federal penitentiary service of Russia; reveals the action of the mechanisms of “social lifts” in correctional institutions. The authors analyze the most problematic aspects in this field, in particular, the order granting conditional release from the further performance penalties; provides specific legal measures to solve existing problems.

This article discusses rotation as an element of social mobility of public civil servants. The emphasis is precisely on horizontal mobility, since the rotation of state civil servants takes place in this plane, the author turns to the theory of «center and periphery».
