This article discusses rotation as an element of social mobility of public civil servants. The emphasis is precisely on horizontal mobility, since the rotation of state civil servants takes place in this plane, the author turns to the theory of «center and periphery». Rotation as an element of social mobility of state civil servants is aimed at solving the problems of the development of the organization as a whole, the system, can contribute to the effective use of both personal and professional qualities of employees.
This article examines the relationship between individual elements of the legal status of state civil servants and municipal employees, with special attention paid to the rights arising from the exercise of public service.
