The article analyzes the state of SMEs in the Russian Federation during the pandemic. The results of statistical studies describing the main problems of business development in Russia are presented, and possible measures of state support are considered. The international experience of using stimulating tools for the development of SMEs during the pandemic is studied.

The dynamics of the development of the livestock industry and the need to increase production volumes are shown. It is noted that the growth of the efficiency of livestock production largely depends on state regulation and support for the industry. The most important problems of the industry and the directions of the strategic development of animal husbandry in the current difficult market conditions are determined.
