The safety of persons held in pre-trial detention facilities is one of the most important elements of ensuring the stable functioning of the penal enforcement system as a whole. The article analyzes the most common violations of the established detention regime in the pre-trial detention center, and also suggests measures to improve the effectiveness of ensuring the safety of persons held in pre-trial detention centers (including improving educational work, implementing the requirements of the regime).

To date, there is not a single sphere of public life that has not undergone significant changes. However, among the positive effects of such changes, it is necessary to note their negative side. The changes that have taken place, the achievements of science and technology are skillfully being used by persons encroaching on the existing state and social order, which can affect the safety of pre-trial detention facilities of the Russian penal system, as one of the subjects of ensuring national security. The article considers the most priority areas of ensuring the safety of pre-trial detention facilities at the present stage, and also proposes the development of a Concept for ensuring the security of a criminal detention facility.
