The changes that have taken place, the achievements of science and technology are skillfully being used by persons encroaching on the existing state and social order, which can affect the safety of pre-trial detention facilities of the Russian penal system, as one of the subjects of ensuring national security. The article considers the most priority areas of ensuring the safety of pre-trial detention facilities at the present stage, and also proposes the development of a Concept for ensuring the security of a criminal detention facility.
