The management reform and the creation of a unified system of public authority have led to the need to understand the constitutional principle of the independence of local self-government. The functional aspect of the management system is considered.

The article examines current theoretical and practical issues of improving the territorial foundations of the organization of local self-government in the Russian Federation. Special attention is paid to the constitutional and legal significance of municipal territories within the framework of a unified system of public authority, as well as to key problems of spatial organization: the mismatch of the boundaries of municipalities with real socio-economic conditions, imbalances in the level of budgetary security and the transformation of types of municipalities during the modern reform. The authors analyze judicial practice, identify gaps in the legislative regulation of changing the boundaries of municipalities and propose specific directions for improving Federal Law No. 131-FZ aimed at protecting the interests of the population and ensuring the territorial accessibility of local government.
