The article traces the origin and development of bodies of territorial public self-government in the city of Togliatti and their status in the system of local self-government. He considers the process of formation, the problems entrusted to their competence and interaction with official authorities on the basis of archival data.

The article is devoted to the peculiarities of the development of territorial public self-government and its place in the system of local self-government in Russia, and in particular in the municipal formation "Yantarny urban district".
