The article is focused on the analysis of German expressionist lyric poetry, devoted to the theme of a big city, which aroused ambivalent feelings in the poets of this current: on the one hand, the magical appeal of its lights, noise, fun, recklessness and adventurism, and, on the other hand, - person’s alienation, anonymity, perplexity and hopeless loneliness in a crowd of people. The analysis of the sonnet by Alfred Wolfenstein “Städter’’ demonstrates new writing techniques developed by expressionists, such as simultanism, montage, and intensification.

The development of the concept of «Smart City» in urban management is due to a number of complex problems in this area and the growth of the population of megacities. The modern market for household appliances and various accounting systems offers a wide range of devices and devices that can significantly increase the efficiency of urban management. However, the effectiveness of these devices must be thoroughly studied in advance by all stakeholders, primarily utilities. The aim of the study is to develop proposals to promote the implementation of information technology, elements of artificial intelligence and «smart» contracts for the implementation and development of the «Smart City» concept for urban management.
