The paper considers the specificity of public organization “The union of pensioners of Russia” in the small city of the Russian Federation on the effectiveness of pension reform and pension coverage of citizens by carrying out sociological research.

The paper deals with the influence of the social situation in particular the educational environment, surrounding the individual, on the formation of his active life position. The author describes the psychological and pedagogical conditions that must be implemented to create a favorable educational environment for the development of the individual’s activity.
