In article debatable questions of development of settlements of our country are considered. Questions of concentration of agricultural production in huge agroholdings are brought up. Consequences of such policy pursued by the management of the present Ministry of Agriculture of the Russian Federation are investigated. Comparison of the organization of agricultural production in modern Russia and the countries of OECD is given. The polemic lifted by the Mayor of Moscow S. Sobyanin concerning need of concentration of the population of the country for million-plus cities continues. The factors counteracting at such policy to development of the country come to light.

The development of agglomerations today is an important direction in the field of socio-economic development of the region. At the same time, the development of agglomerations was not fully institutionalized. There remain unresolved questions of the normative fixing of goals, objectives, and forms of agglomerations development. Several attempts of agglomerations development legal regulation in regional legislation lead only to inconsistency and the lack of a single concept of “agglomeration”.
The report presents the results of a study of the impact of agglomeration processes on sustainable development and economic growth and the specifics of managing agglomerations using the example of the Moscow agglomeration. At the initiative of the Mayor of Moscow Yu.M. Luzhkov, at the turn of XX – XXI, the goals and principles of sustainable development are reflected in projects and programs implemented in the city, which was relevant, since this period was marked by increased attention of the progressive world community to sustainable development. Currently, the state policy to achieve sustainable development goals is actually being implemented through national projects, in which the Moscow agglomeration is also actively involved.
One of the trends of the modern population settlement system both in our country and in the regions of the world is the formation of urban agglomerations. Ensuring the hiwith ugh quality of life of the population and the safe development of territories ltra-high population density in the conditions of socio-economic challenges and geopolitical upheavals requires scientific justification of managerial decision-making based on strategic planning and the paradigm of sustainable development.
