The article deals with the legal conflicts of citizen participation in public environmental review. The analysis revealed that it is appropriate to consolidate legislation (GDC, federal laws "On Environmental Impact Assessment" and "On Environmental Protection" and others.) As a consequence of this, authorities at all levels will be called upon to provide comprehensive work to disseminate legal knowledge that will contribute to the formation of the rule of law.
