The article deals with the legal conflicts of citizen participation in public environmental review. The analysis revealed that it is appropriate to consolidate legislation (GDC, federal laws "On Environmental Impact Assessment" and "On Environmental Protection" and others.) This article discusses the mechanism of bankruptcy of an individual in the system of civil law of the Russian Federation.
