The article deals with the conditions of system transformation of authorities in Togliatti in the context of all-union reforms and change of public formations. There are marked some features of state administration’s stage and rapid transfer to the city self-administration. Also there are illustrated the results of long-term cooperation between local authorities and enterprises and institutions, that let to avoid huge social cataclysms over the last years of soviet authorities and initial period of transfer to market relations.
