The paper deals with the importance of developing non-financial incentives. One of the existing mechanisms and common non-financial incentives are reward systems at the level of state, Federal authorities, authorities of the subjects of Russia, local government and public organizations. In Tula region the current system of rewarding has a number of shortcomings that need to be adjusted and corrected. This issues are discussed in the paper.

The article deals with the conditions of system transformation of authorities in Togliatti in the context of all-union reforms and change of public formations. There are marked some features of state administration’s stage and rapid transfer to the city self-administration. Also there are illustrated the results of long-term cooperation between local authorities and enterprises and institutions, that let to avoid huge social cataclysms over the last years of soviet authorities and initial period of transfer to market relations.
