The article deals with the conditions of system transformation of authorities in Togliatti in the context of all-union reforms and change of public formations. There are marked some features of state administration’s stage and rapid transfer to the city self-administration. Also there are illustrated the results of long-term cooperation between local authorities and enterprises and institutions, that let to avoid huge social cataclysms over the last years of soviet authorities and initial period of transfer to market relations.

The article presents the results of a study pages in the history of Togliatti State University, scientists asso-ciated with the activities of the first leaders of the university during the period from 1951 to 1971. Consid-ered relevant biographical information about the head of the evening department of the Stavropol branch of the Kuibyshev Industrial Institute D.E. Churkin, the directors of the Stavropol branch of the Kuibyshev Indus-trial Institute V.N. Zubkov, V.L. Bondarev, E.F.Vinokurov, rector of Togliatti Polytechnic Institute A.N. Rezni-kov. The features of the formation of the collective phase of expansion of facilities, expansion of scientific and educational-pedagogical problems. The results of the study may be useful to teachers and local histori-ans in the study of local history – Birthplace

The author presents the data of social composition changes in the population of Togliatti during the period of car plant construction. The author analyses the changes in composition of the population under the influ-ence of transportability processes.
