The article deals with the concepts of consumer price index and consumer basket. The author provides a comparative analysis of changes in the consumer price index and the cost of the consumer basket in Tula region and in the Central Federal District in 2013-2015.

The paper deals with excise taxes. The author shows the impact of excise taxes on the price change of various products. The changing rate of the excise tax on gasoline in 2016 - 2017 and its impact on the consumer price index are considered. The conclusion is made that the change in excise rates, in any case, will lead to the change in the price of goods.

The measures taken by the Bank of Russia to introduce inflation targeting in the Russian Federation are indicated. Analyzed the first results.
