The content of this study is to develop recommendations on the methodology of analysis and assessment of municipal development. The main purpose of the study is to form the main directions of development of the municipality and to determine the approaches to the economic analysis. In this article the methods are considered that allow to assess the level of development of the territory. Within the framework of the basic methods and techniques of analysis, the expert assessments of the polling character, expert assessments of the current situation, taking into account the main problems of development, assessment of economic development on the basis of SWOT-analysis are offered. As a result of the methodology, a system of indicators was proposed, on the basis of which it is possible to assess the level of development of the municipality. The mechanism of conducting analytical procedures and formation of comparative characteristics of the territory was considered. The main conclusions of the study include methodological directions of analysis and assessment of municipal development. The offered mechanisms can be used within the limits of the further works on formation of the economic passport of territory and a writing of strategic documents and programs of economic development of territory.
