The article is devoted to the issues of the improvement of the investment attractiveness of the municipality, influencing on the factors of which it is possible to effect on the inflow of the investments into the economy. With the help of the economical and statistical tools and mathematical tools, the author predicts the inflow of the investments in the specific municipality.

The author researches the peculiarities of interaction between heat supply organization, heating system organization and municipal formation during the heat energy supply to housekeeping. The content of this study is to develop recommendations on the methodology of analysis and assessment of municipal development. The main purpose of the study is to form the main directions of development of the municipality and to determine the approaches to the economic analysis. In this article the methods are considered that allow to assess the level of development of the territory. Within the framework of the basic methods and techniques of analysis, the expert assessments of the polling character, expert assessments of the current situation, taking into account the main problems of development, assessment of economic development on the basis of SWOT-analysis are offered. As a result of the methodology, a system of indicators was proposed, on the basis of which it is possible to assess the level of development of the municipality. The mechanism of conducting analytical procedures and formation of comparative characteristics of the territory was considered. The main conclusions of the study include methodological directions of analysis and assessment of municipal development. The offered mechanisms can be used within the limits of the further works on formation of the economic passport of territory and a writing of strategic documents and programs of economic development of territory.

This article discusses the implementation of municipal law, including the features of its regulatory framework. A small historical aspect was carried out. The most important task of the current stage of the development of Russian statehood is the formation of a new essentially legal system, as a necessary condition for Russia to acquire the qualities of a legal state, namely local self-government as an independent and specific level of power. The peculiarity of many norms of municipal law is that they simultaneously act as norms of the main branches of law, and at the same time belong to municipal law.
