The paper describes the approaches to the formation of personnel reserve of higher educational institution, built in its development strategy. We discuss the concept of logistical approach to personnel flows and the results of the personnel reserve project in Vyatka State University. It is concluded that the project had positive impact on the effectiveness of the institution activities.
