We live in a rapidly changing world of the twenty-first century. The volume of information circulating in the modern world is increasing exponentially, and not all people have time not only to deeply understand the essential meaning of new terms and their relationship with already known ones, but even to learn about their existence. In the modern world, everything is changing rapidly: politics, economy, social, labor, technology, the essential nature of interactions and relations between people and countries. If in the last century politicians, economists and analysts built their forecasts for 10 or more years, today hardly any responsible forecaster will venture to say what the world will be like after the raging COVID-19 coronavirus. At the conference «Civilization of knowledge-2018», the author reported on the concept of socially oriented innovative development (socio-innovative development), in which the key conceptual provisions are those that affirm the need to transfer new and breakthrough innovative technologies to the sphere of human activity. It is the basis that the expediency of socially oriented innovative development of the entire society is justified. In this regard the relevance of the proposed report is to justify a new concept of socially oriented innovative development in the rapidly changing world of the XXI century.
