The development of human resources is the necessary condition for realizing strategic tasks for any organization. The system of state control of human resources must be updated by corresponding demands of innovative progress.

This article analyzes the technological approach to the understanding and realisation of innovation. The paper considers the problem of managing labor mobility in Russia. The author analyzes statistical data on this issue and the composition of migrants in various categories. Based on the conducted analysis, the author gives recommendations for improving the effectiveness of managing labor mobility in Russia.
