The article considers the penetration of the information sphere into the life of adolescents influencing the processes of maturation and socialization of adolescents, their upbringing, training and development. In the context of the Global Network the radius and speed of interaction of the educational process increases. Presents reflections on the emergence of «network personality». Defined definitions of the concepts of «virtual personality» and "network personality" changes in the modern learning process in the context of achieving a new quality of education.

The norms of the Code of Administrative Offenses of the Russian Federation governing the dissemination of illegal information, violation of the rules for processing personal data and propaganda of prohibited content are analyzed. Particular attention is paid to the problems of law enforcement related to the anonymity of users and the transboundary nature of Internet relations.
