The article considers the general theoretical problem of the diversity of approaches to the concept of legal responsibility, its place in the social responsibility system. Based on the analysis of a wide range of sources, the most universal concept of legal responsibility is highlighted. The probability of its division into positive (prospective) and negative (retrospective) is considered in the structure of legal responsibility. The bases of legal liability are highlighted. The concept of an offense, the most universal in terms of the concept of legal liability proposed in the article, is proposed.
This paper is devoted to the study of juvenile delinquency and crime in the Republic of Belarus. In recent years, youth crime has become one of the topical topics for discussion both in scientific circles and in society as a whole. The article examines the statistics of offenses over the past 3 years, as well as the factors contributing to their commission, and analyzes the consequences of offenses. In conclusion, the importance of active participation of society in creating a safe and supportive environment for young people is emphasized, which is a key factor in reducing the level of crime among minors.
The article examines the specifics of administrative proceedings related to violations in the field of communications and information. The main principles of administrative proceedings are analyzed, key categories of violations are given, special attention is paid to judicial practice, which demonstrates the relevance and importance of law enforcement mechanisms in this area.
The article examines issues of administrative liability for offenses in the information sphere. The norms of the Code of Administrative Offenses of the Russian Federation governing the dissemination of illegal information, violation of the rules for processing personal data and propaganda of prohibited content are analyzed. Particular attention is paid to the problems of law enforcement related to the anonymity of users and the transboundary nature of Internet relations.
