The paper considers the local community as the basis for territorial self-organization and self-government of citizens and an agent of social control of municipal space. At the level of municipal self-government in the Russian regions the development of civic engagement is characterized by two contradictory trends. The degree of popular participation in matters of local governance is seen as an indicator of maturity of the local community.
The article presents a new look at the role of museums in the development of the territory. The author insists that the museum can contribute to the involvement of the cultural and social capital of the territory, the development of creative industries and craft activities, the holding of territorial events and increasing the attractiveness of the territory, the formation of tourist destinations and the development of rural tourism. All actors who are interested in the development of the territory, including the executive authorities of the region and municipalities need for coordinated actions. Some activities of the Kizhi Museum-Reserve on the development of the territory of Zaonezhie and Medvezhyegorsk municipal district of Karelia are good examples of such coordination.
The article examines the peculiarities of the formation of the care of the local rural community for the older in rural areas. Вased on interviews with older villagers (n = 30) and interviews with caring residents of the local community (n = 10), the study concludes that the importance of supporting the local community and the significant role of the local community in caring for the elderly.
