The article is devoted to the problems of e-government development in Russia. The author considers perspective solutions for optimization of facilities for the providing public services and the openness of executive authorities, taking into account foreign experience. The results of the study of citizens' participation quality in the interaction of government and society are given, the barriers to the effective functioning of electronic state are analyzed.

The author studies the concept and mechanisms development of " electronic government" in Russia from priorities of providing public services in electronic form to involvement of citizens in processes of open public administration. Practical on-line communication with community influences processes of effective electronic interaction of society and power legitimation and institutionalization.

The paper examines youth self-organization as a process of creating social bonds of youth, mostly of informal nature. The author describes the results of the study, during which an assessment of forms of self-organization of the youth in the local community social reality.

The paper considers the local community as the basis for territorial self-organization and self-government of citizens and an agent of social control of municipal space. At the level of municipal self-government in the Russian regions the development of civic engagement is characterized by two contradictory trends. The degree of popular participation in matters of local governance is seen as an indicator of maturity of the local community.
