The problem of legal liability of public servants is insufficiently investigated in legal literature. Some peculiarities of the legislation and some problems concerning the definition of a concept of public servant as a subject of legal liability are revealed in the paper.

The paper deals with the need of carrying out certification when passing public service. The authors consider understanding of certification and its influence on efficiency of professional activity of the public servant, and understanding of this aspect in the current legislation.

The paper opens understanding of process of public servant vocational training, describes the mechanisms promoting it and pays attention not only to the general principles of vocational training, but also to productivity.
